Aerodrome is a defined area on land or water intended to be used either wholly or in part for the arrival, departure and movement of aircraft. Aerodrome service includes aerodrome planning, facility and maintenance. This non-interrupting process chain needs a constant improvement.

After planning and designing aerodrome service starts which requires professional human resource, technology and finance. Head of civil aviation authority approves aerodrome usage according to the civil aviation rules 139 and 157.

Cargo service

Buyant-Ukhaa international airport Cargo service department was established in 1996 and responsible for receiving, sorting, storing and preparing the cargo and mail for the transportation to international and domestic flight according to ICAO and IATA standards and regulations.

The department has 31 staff (27 staff working 4 shifts 24/7) and operates 24/7 by providing flight operation service preparedness. Buyant-Ukhaa cargo terminal has 4 types of warehouses (customs warehouse, customs temporary warehouse, import and export warehouses) with the capacity of 100-120tonns for domestic and international flights by sorting, storing and transferring regular, dangerous, temperature-controlled cargo.

Passenger service

Passenger service department is providing VIP lounge, business lounge, transit hall, call center, hospital, flight announcement, baggage trolley service, welcoming and guiding service, gardening, airport environment designing, airport terminal cleaning services for passengers.

INTERNATIONAL AND DOMESTIC VIP LOUNGE: The airport organizes high level services to high government officials, foreign VIP guests and delegations, Mongolian diplomats and diplomats of foreign countries on their international and domestic flights. International VIP lounge has capacity up to 70 persons, domestic VIP lounge 60 persons.

BUSINESS LOUNGE: The business lounge in Buyant-Ukhaa international airport is a comfortable place for passengers to relax before and after flight. You can receive Border, Customs, Security Check and Baggage Delivery services all together. Business lounge will allow you to welcome or send off your business partners, guests or tourists with an honor. The hall can serve up to 75 people at once.

TRANSIT HALL: Transit hall started operating from 1 May 2016 to provide service for international departure flight passengers and transfer passenger. You can receive wi-fi, coffee shop, food, lounge and resting area, souvenir shop and duty-free shop services.

INFORMATION CENTER SERVICES: Information center service has face to face information center in airport terminal and call center 1900-1980 to provide customers with the flight and service information 24/7. Call 1900-1980 for the next information:

  • Summer/ winter regular flight schedule
  • Flight plan, schedule for following day
  • Flight status
  • Civil aviation security information
  • Telephone numbers of border control, customs, quarantine organizations located in airport terminal
  • Telephone numbers of airline companies and ticketing agencies
  • Airport services
  • Telephone numbers of retail shops and other organizations located in airport terminal
  • Public transport from and to airport

Hospital: Provides quick first aid services for the customers and staff of the airport in an emergency situation and on daily basis. Hospital organizes airport staff medical check-ups on a yearly basis, health trainings and events for staff cooperating with other medical organizations.

Flight announcement services: Flight announcement services provides customers with the prompt flight information (check-in time, boarding time, take-off time, flight delay and its reason, flight time change) for international and domestic passengers.

Airport terminal management and baggage trolley service: Airport terminal managers are responsible for the preparedness of service (assigning and controlling service staff and the staff of airport private service organizations located in airport terminal).

Baggage trolley service is providing passengers with the trolleys collect used trolleys and prepare for the use and readiness.

Welcoming, guiding service: Airport welcoming and guiding service staff is responsible for providing help of people with children 0-2 years old, people with disability, pregnant and elderly people. This service provided by professional staff who completed special training courses. Airport information center staff and terminal manager can also provide such services.

Gardening, pargeting service: Airport gardening staff is responsible for the gardening, taking care indoor and outdoor plants, gardens. Airport carpenter and repairmen are responsible for repairing and fixing damaged things and parts within the terminal.

Car parking service: Airport parking service is providing service with three tollbooths 24/7. Tollbooths charge vehicles sorting them by passenger car, vehicle with 6 and more seats entering Buyant-Ukhaa International Airport using toll program according to the amount set and approved by the airport director.  

Airport cleaning service: Airport cleaning service staff are responsible for the cleanliness of indoor and outdoor airport terminal. Airport terminal halls and lounges are cleaned by cleaning machine, equipment, cleaning materials.

Security, guarding service

The department established in 1996 by the approval of civil air transport authority head.

This department is responsible for protecting and safeguard aerodrome, civil aviation against acts of unlawful interference according to the International civil aviation organization (ICAO) standard, requirements, guidance manual and regulations 24/7.

The department is responsible for three major services: security screening/check of passengers, their checked baggage and carry-on baggage, air mail, airline mail and their belongings to enter airport restricted area; airport and navigation facility guarding; cctv in accordance with civil aviation law of Mongolia, National civil aviation security program, rules, standards, manuals.

In 2018 Security, guarding service department became one of the independent operation units of Civil aviation authority. This 2021 year is the 25th anniversary of the department.

The department is aiming to comply with the relevant modern standards, requirements and to improve human resources by training and on job training.

CCTV

Responsible for controlling restricted area and airside of airport 24/7.

AIRPORT SECURITY CHECK EQUIPMENT MAINTENANCE

Responsible for the maintenance of security equipment of Buyant-Ukhaa airport and domestic airports of Mongolia.

ID TO ENTER RESTRICTED AREA AND AIRSIDE

Responsible for issuing the ID to enter restricted area or airside of airport and control.

GUARDING

Providing security and guarding service for airport and air navigation facility and certified according to the contract guarding law.

SECURITY CHECK

Providing security check for passengers, their checked baggage and carry-on baggage, air mail, airline mail and their belongings to enter airport restricted area.

Diagnostics and measurement

DIAGNOSTICS AND MEASUREMENT LABORATORY INTRODUCTION

Diagnostics and measurement laboratory established in 25 November 1999 by the order of head of civil aviation authority as an agency unit to provide flight safety.  

It has complied with the standard MNS ISO/IEC17025:2018 requirement Diagnostics and measurement laboratory operation by the order A/239 of the head of standardization, technical regulation authority in 2019 July 22 according to the law of standardization, technical regulation and accreditation of conformity assessment and accredited 6 times  by Mongolian Agency for Standardization and Metrology, Accreditation Department (MNAS).

Laboratory operation:

Laboratory performs measurement and test operations in civil aviation:

  1. a) measurement tool measure and test, configuration
  • Weather/climate automated plant measurement, test, configuration;
  • Facility equipment grounding resistance measurement;
  • Radio electric measuring tool test and configuration.

YOU CAN ENJOY THE BEAUTY OF OUR PLANET FROM THE GENERAL AVIATION AIRCRAFT.

Using general aviation aircraft and flying on it is not that complicated thing for simple people like us.

General aviation performance is satisfying and is improving every year. After WW2 private and business flight number increased drastically and by the number of accidents decreased by 85% (7 accidents in 100,000 flight hours). The latest statistics results show that general aviation flight number became more than 20 million hours of flight in one year.

90% of 220,000 aircrafts registered in the U.S. are general aviation aircrafts, 500,000 pilots out of 600,000 pilots are general aviation pilots.

General aviation is one of the biggest industries with the profit of 20 billion dollars a year, and makes 150 billion dollars economic turnover. General aviation flight revenues make positive impact on domestic airport development and domestic economy.

WHAT IS GENERAL AVIATION?

General Aviation is defined by the International Civil Aviation Organization (ICAO) as "all civil aviation operations other than scheduled air services and non-scheduled air transport operations for remuneration or hire".

On the other hand, mail delivery, visiting home on weekend, checking the construction progress in distant area, fertilization, air patrolling all are the part of general aviation.

It is difficult to list all positive impacts of general aviation here.

65% of general aviation flights cannot be conducted by airline companies, it requires more flexible business and government air transport service. This can allow a businessman to organize small meeting in location 1000km far in one day and to make meeting with 5 staff on 10,000m height in an aircraft. This journey could take at least 4 days by airline scheduled flight and 3 days in hotel and the second meeting could not be possible to organize without the general aviation.

If you have family car or family/rent aircraft you can travel anywhere together. Also its fun to travel by air rather than land travel, not worrying about traffic jam and it takes a short time.

People think that only rich people can afford small business aircrafts. In reality its even cheaper to buy small aircraft rather than buying new expensive car.

GENERAL AVIATION CAN SAVE HUMAN LIVES

Donor blood, organs are transported by the general aviation flight and first aid flight serves in emergency situation. There are some situation where personal aircraft can be used to transport patients that cannot be moved by land to the hospitals in distance. There are volunteer pilot council who provides such service for free.

Using helicopters to transport patients in the most important 2 hours after disaster and emergency situation can increase two times the probability to save patient’s life.

QUICK AND FLEXIBLE BUSINESS AND PRIVATE AIR TRAVEL USING GENERAL AVIATION

The number of people who admit general aviation flight flexibility, effectiveness, safety and new opportunity is slowly increasing. You can travel any destination, anytime with the general aviation flight which makes it quicker and more effective. Its supporting economic development and providing necessary service for the public.

GENERAL AVIATION IS ENVIRONMENT FRIENDLY

General aviation aircraft is used efficiently for wildlife environment research, mapping, following bird flow, conservancy, explore petrol pipe damage etc..

The main tool to fight against wildfire was always general aviation. Helicopters and aircrafts with water storing and showering tanks are protecting the forests and buildings against wildfire every year.

GENERAL AVIATION AND ROAD TRANSPORTATION COOPERATION

General aviation pilots are providing information about road/car accidents, traffic jam to the public, police, ambulance and fire fighters.

Photos taken from the aircraft are used and processed for city planning, engineering industry by government agencies

GENERAL AVIATION IS WORKING CONSTANTLY

They save time and money by transporting checks and receipts before the next day in banking industry.

Moreover, they provide transport service to deliver urgent documents, mail to organizations, people, factory and banks where big airline companies don’t have scheduled flights.

GENERAL AVIATION AND AGRICULTURE DEVELOPMENT

Agriculture pilots are protecting 75 million hectares of agriculture fields which is increasing harvest. It also helps in plantation process for example, in the U.S 95% of white rice is planted from the air. Herders and farmers are also need general aviation for their plantation of grass and herding.

Therefore, general aviation was working closely with agriculture sector from very early time and further this cooperation should develop and improve.

GENERAL AVIATION AND LAW AND LEGISLATION CONTROL

General aviation aircraft can be used for law enforcement across the country or domestically. For example, using helicopters or small light weight aircrafts for controlling highway, catch the suspect, support land units, implement state border control. In Los Angeles police with helicopter detected over 30,000 violation (3.8 per hour), in a result they arrested 3,500 and detected 1,354 suspects a year.

And found 747 stolen cars, reported 205 fire cases.

GENERAL AVIATION IS PUBLIC TRANSPORTATION

General aviation is one of the key air transportations of the country other than scheduled airline flights because many people take this air taxi from thousands of little cities to cities without scheduled flights. Business, cargo/mail and private flights can be operated by customers request anytime.

75% of big airline company flights are made from 46 big cities. 70% of passengers of airline companies fly to and from 30 big hub airports. For example, in the U.S. only 560 airports have permit for scheduled flights with aircrafts that has more than 30 seats. However, private or state 19,600 landing areas, airports can be used by general aviation.

This department established by enactment number 107 of cabinet council of Mongolian People’s Republic in 1957 until now. Today the department has total 319 staff in 6 divisions and 1 subdivision, 300 vehicles and special equipment. It provides aircraft with the ground handling service, aerodrome service, public and technology transport service for civil aviation organizations, fuel transport service, fuel equipment maintenance, fuel supply, vehicle repair and maintenance
